A. The retaining institution can transact the application of the working permit of the foreign expert and relevant examination procedure in service window.

B. If the retaining institution makes application for Foreign Expert Certificate, the service window should transact relevant examination and certificate-granted procedure.

C. The service window can accept the job of the over-sea organization setting up office in Binhai New Area that introduces foreign educational expert to work in China, carry through the job of the application for agency business and transact the examination procedure.

D. The service window can accept the application for the qualification of the retaining institution and is responsible for accepting and examining application materials and reporting to the superior department.

E. The service window can accept the application for the qualification of the organization that organizes teams or individuals to be trained overseas and is responsible for accepting and examining application materials from the relevant organization in Binhai New Area and reporting to the superior department.

F. According to the arrangement of TAFEA, the service window is responsible for supplying the guide and service for the retaining institution in Binhai New Area and the daily management of the foreign expert. The service window also undertakes the job of annual examination of the qualification of the retaining institution, accept and check the materials for the prize of Haihe Friendship and National Friendship and supply the relevant service working.
